European Commission Brussels TACIS & PHARE Programmes Registration 1994 European Union initiatives for the independent states, which since its creation in 1989 following the collapse of Communism in central and eastern Europe, has enabled its partner countries to implement decisive and fundamental changes in their social and economic structures.
